Dear NAFEPA Members:

These are just a few of the comments I heard
at our recent NAFEPA conference at the Omni
Shoreham Hotel in Washington DC.

“The best conference I have ever
attended!”
“I will definitely be back next year!”
Many thanks to Rick Carder and the
Conference Committee along with our Board of
Directors and our wonderful members who were
able to attend.
During the conference it was my honor to
name our newest Honorary NAFEPA Members.
NAFEPA presents Honorary Membership to
individuals who have demonstrated
outstanding contributions to federal
education programs and our organization. The
recipients this year were Kristen Tosh
Cowan, Esq. and Leigh Manasevit, Esq., both
of the Brustein & Manasevit law firm.
Kristen and Leigh have contributed greatly
to our organization, and you will find
additional information about them on page 2
of this newsletter.
Also during the conference the Scholarship
Committee announced the recipients of our
NAFEPA scholarships for 2008. I am very
proud to tell you that these outstanding
students are our 2008 recipients. They will
each be awarded a $1,500 scholarship:
Anchau Bui, St. Cloud, Minnesota - Iva
McCants Scholarship
Kayla Calisto, Interlachen, Florida -
Stanley McFarland Scholarship
Raul Hernandez, Wilmington, California -
John A. Pfaff Scholarship.
Congratulations to the students, their
families, school districts and states. We
thank Karen Jensen, her committee, and the
readers for their good work.
Our sympathy goes out to the family of
Stanley McFarland—his wife, Nancy and his
son and daughter, Jeff and Rebecca Ann. Stan
served as the only executive director of
NAFEPA from 1985 until his retirement in
2000. He passed away on April 6, 2008 in
Rockville, Maryland.
